(3)The lead teacher in the toddler classroom was aggressively restraining toddlers by wrapping them with a blanket tightly with their arms to their sides for a period of time then laying them on their cots wrapped up in the blankets. (2)The children who were being restrained were not a threat to others or themselves. (5c) The teacher did not create incident reports when she restrained the children.
